    CBSA stops accepting exporter BN15 accounts for release and accounting under CARM

    CBSA states in Customs Notice 24-37 that, effective October 21, 2024, its commercial processing systems will not accept exporter "RM" program accounts to obtain release of imported goods, and the CARM system will not accept a Commercial Accounting Declaration quoting an exporter BN15. Only BN15s set up with an importer or importer/exporter "RM" account profile can obtain release and account for goods.

    CBSA states that, as of November 5, 2024, importers using GIP Number 80 – Carbon Steel and GIP Number 81 – Specialty Steel Products must provide country of melt and pour (COM) information in the form and manner determined by CBSA when completing customs declarations through the Single Window Integrated Import Declaration. The requirement is a term and condition of using the GIPs, and CBSA notes the conditional COM rules are not expected to be implemented in the SW IID on November 5, though the COM field has been available on an optional basis since February 2024.

    CBSA releases January 1, 2025 Departmental Consolidation of the Customs Tariff

    CBSA states in Customs Notice 24-39 that the January 1, 2025 Departmental Consolidation of the Customs Tariff (T2025) is now available on its website in different format files.     CBSA to resume late payment penalties and interest on overdue CARM accounts from January 31, 2026

    The Canada Border Services Agency states in Customs Notice 25-02 that, between October 21, 2024 and January 30, 2026, it will not issue late payment penalties or late payment interest as a CARM transition measure. Effective January 31, 2026, all accounts with an overdue balance from the January 2026 statement of account will be subject to late payment penalties, and late payment interest will start accruing on overdue balances and appear on the statement of account issued February 25, 2026. Accounts not paid by the specified due date will be subject to collection measures by the Canada Revenue Agency.

    CBSA seeks new highway sufferance warehouse operator in Regina after license surrender

    CBSA states in Customs Notice 25-07 that the company at 1720 Ross Avenue E, Regina, Saskatchewan surrendered its "BW" type highway sufferance warehouse license effective November 1, 2024, and that CBSA is inviting applications for a license to operate a public "BW" type highway sufferance warehouse under the authority of the Regina CBSA office. The successful applicant must provide a facility meeting the Customs Sufferance Warehouses Regulations and operate it as a public sufferance warehouse to store in-bond goods.

    CBSA: DFO export and possession licences required for American eel elvers from March 1, 2025

    CBSA states that, effective March 1, 2025, an export licence and a possession licence are required for American eel elvers (Anguilla rostrata), with no exemptions from the export licence and limited exemptions from the possession licence, such as commercial transporters and airport personnel. Elvers are a restricted good under section 5 of the Reporting of Exported Goods Regulations, and shipments for export must be reported electronically to the CBSA, with the licence number, DFO shipment identification number, scientific name, common name and life stage on the export declaration.

    CBSA opens Part 1 business profile submissions for Arctic Shipping Electronic Commercial Clearance pilot

    CBSA states in Customs Notice 25-13 that carriers must submit form BSF786, the Arctic Shipping Electronic Commercial Clearance (ASECC) Pilot Program Carrier Pre-Season Business Profile, to Nunavut_Clearance@cbsa-asfc.gc.ca with a copy to the National Targeting Centre prior to April 30; the ASECC season runs from July 1 of the application year to June 30 of the following year. Part 2 voyage packages are due seven days before departure from the foreign port, and consolidated shipments are prohibited from the pilot and must report to a designated C/VESS port.

    CBSA seeks new Barrie-area highway sufferance warehouse after Midhurst licence surrender

    CBSA states in Customs Notice 25-20 that the company at 16 Bertram Industrial Parkway, Midhurst, Ontario surrendered its "BW" type highway sufferance warehouse licence effective January 20, 2025, and that CBSA is advertising for a new highway sufferance warehouse in the Barrie, Ontario area under the authority of the Mississauga CBSA office. Applicants must meet the Customs Sufferance Warehouses Regulations and operate a public sufferance warehouse for in-bond goods, referring to Memorandum D4-1-4 and submitting Form E400B. Applications must be received or postmarked no later than 14 calendar days after the notice's publication date.

    CBSA sets surtax refund claim rules for CREDITS Program participants

    CBSA states in Customs Notice 25-26 that CREDITS Program participants may submit refund claims where surtax was paid at importation, provided the claims meet all other CREDITS requirements. Surtax claims must be sent in a separate batch, with the surtax and duty amounts combined in the Duty field, and a CREDITS Surtax Template must be emailed to the Revenue Assessment Unit by midnight of the same day the batches were transmitted, one template per batch. A batch received with surtax claims but without the template is treated as non-compliant, resulting in an Administrative Monetary Penalty and placement on upfront review.

    CBSA exempts third-party air carriers from PIP certification under CLVS Program

    CBSA states in Customs Notice 26-24 that, effective immediately, authorized Courier Low Value Shipment (CLVS) Program participants may use third-party air carriers that are not PIP certified. The exception applies in the air mode because of air transportation capacity challenges and limited availability of PIP carriers in the air mode. Third-party air carriers must remain bonded and continue to present CLVS shipments at the designated sufferance warehouse, and authorized CLVS participants must continue to maintain an active PIP certification in the air mode.

    CBSA applies 15%, 25% or 50% surtax on certain U.S.-origin goods from September 8, 2026

    CBSA states in Customs Notice 26-23 that, effective September 8, 2026, certain goods imported into Canada and originating in the United States are subject to a surtax of 15%, 25% or 50% of the value for duty under the United States Surtax Order (2026), with the Schedules to the Order listing the goods and applicable rates. The surtax applies only to goods that originate in the U.S. and does not apply to goods eligible to be marked as originating from Puerto Rico, Guam, the Northern Mariana Islands, American Samoa or the U.S. Virgin Islands.

    CBSA clarifies TRQ import permit process for goods entered into customs bonded warehouses

    CBSA states in Customs Notice 26-20 that goods subject to tariff rate quotas entered into a customs bonded warehouse must have a valid shipment-specific import permit issued by Global Affairs Canada to be accounted for at the "within access" rate of duty, and that the permit's validity period must cover the date the goods exit the warehouse. The notice says this is a clarification of existing application, not a change in policy, and applies to all goods subject to TRQs.

    CBSA states in Customs Notice 26-16 that rail carriers reporting domestic in-transit cargo moving between points in Canada through the United States (CAN-US-CAN) must now select "Rail In-transit Manifest" in the Movement Type Code field of the ACI/eManifest cargo transmission, the same movement type used for other in-transit movements, instead of transmitting the cargo as an import with "in-transit Canadian origin goods" in the special instructions field.

    CBSA: GIP 83 aluminum import reporting of smelt and cast countries mandatory October 1, 2026

    The Canada Border Services Agency states in Customs Notice 26-15 that, when the Order Amending the General Import Permit No. 83 — Aluminum Products comes into force on October 1, 2026, importers must submit the country of largest smelt (CLS), country of second-largest smelt (C2S) and country of most recent cast (CRC) to the CBSA via the Single Window Initiative Integrated Import Declaration; until then submission is optional. The requirements apply to all aluminum HS codes in Global Affairs Canada's SWI IID Regulated Commodities Data Element Matching Criteria Table, and cover goods containing primary aluminum for CLS and C2S and all goods covered by GIP 83 for CRC.

    CBSA opens applications for 2026/27 Arctic Shipping Electronic Commercial Clearance pilot season

    CBSA states in its Customs Notice that the Arctic Shipping Electronic Commercial Clearance (ASECC) pilot program runs for the 2026/27 season from July 1, 2026 to June 30, 2027, and that carriers must submit Business Profile Application form BSF786 by May 15, 2026 to participate. Applications received after that date are reviewed case by case only if submitted four weeks before departure from the foreign port. Consolidated shipments are prohibited from the pilot and must report to the nearest designated C/VESS location, and each voyage requires a separate Part 2 package submitted seven days before departure from the foreign port.

    CBSA reminds private boaters of entry and reporting requirements for Canadian waters

    The Canada Border Services Agency reminds private boaters that all travellers entering Canada by boat must report to the CBSA without delay, and that boaters who enter Canadian waters for the day without landing, anchoring, mooring, coming alongside another boat or embarking or disembarking people or goods are not required to present themselves. Private vessels carrying 30 or more passengers must seek clearance at a designated marine reporting site and advise the local CBSA office in writing at least 72 hours before arrival. Failure to report may result in detention, seizure or forfeiture of the boat and/or monetary penalties, with a minimum fine of $1,000.

    Canada designates Port of Québec as first port of arrival for international marine containers

    Canada and the CBSA announced on April 24, 2026 that the Port of Québec will be granted the designation to become a first port of arrival capable of receiving international marine containers. The CBSA is working with the Québec Port Authority and terminal operator QSL to meet the conditions for the appropriate designation, licensing and container examination facility requirements, and will provide detection technology and border services officers. The announcement does not state the date the designation takes effect.

    CBSA reminds importers that bat specimens require a CFIA import permit

    CBSA states in Customs Notice 26-08 that imports of bat specimens in any form must be declared on the commercial invoice and import declarations and require a Permit to import Animal Products and By-Products issued by the Canadian Food Inspection Agency through MyCFIA before the shipment reaches Canada. The requirement covers fruit and insectivorous bats in the Order Chiroptera, whether whole, skeletal, body parts, tissue, cell lines or DNA, and whether or not encased in resin, plastic or a picture frame or preserved in formaldehyde, under the Health of Animals Regulations.

    CBSA states in Customs Notice 26-04 that, effective April 1, 2026, applicable fees not adjusted since April 1, 2019 increase by a compounded 25.3% for inflation, including customs broker licence issuance and renewal (from $600.00 to $751.65), the customs broker professional examination application fee (from $200.00 to $250.55), customs special services charges, including the Courier Low Value Shipment Program, and Kings and frontier warehouse storage charges. Also effective April 1, 2026, CBSA will apply GST/HST to service charges for the clearance of travellers under cost recovery agreements, following a review and a Canada Revenue Agency ruling.

    Global Affairs Canada states that, starting February 16, 2025, applicants for export permits for products exported to the United States under the WTO and CUSMA Sugar-Containing Product Tariff Rate Quotas must provide Manufacturer (MID) and Importer of Record (IOR) information. For shipments with multiple MIDs, applicants must designate the primary MID, the manufacturer who performed the most work, and it must match the MID on the import documents submitted to CBP. The IOR must be entered as an IRS number (NN-NNNNNNNXX), a CBP assigned number (NNNNNN-NNNNN) or a Social Security Number (NNN-NN-NNNN).

    Global Affairs Canada states that imports of milk protein substances (MPS) with a milk protein content of 85% or more by weight, calculated on the dry matter, that do not originate in a NAFTA country, an EU country or other CETA beneficiary, Chile, Costa Rica or Israel are subject to import controls under Canada's Export Import Permit Act, and that only products qualifying as originating products under the concerned trade agreement are exempt from the import permit requirement. Goods shipped via a third country must meet Article 14 (Transport through a third country) to qualify; otherwise an import permit is required.
