    BIS renewed for one year the temporary denial order against URAL Airlines JSC, Utrenniy Lane 1-g, Yekaterinburg, Russia 620025, first issued October 13, 2022 and last renewed September 30, 2025, finding Ural engaged in a pattern of repeated, ongoing apparent violations of the EAR. The order bars Ural and any person from participating in transactions involving items subject to the EAR, including exports, reexports and in-country transfers to or on behalf of Ural, except activity directly related to safety of flight and authorized by BIS under Section 764.3(a)(2).

    BIS renews temporary denial of export privileges for PJSC Aeroflot

    BIS renewed the temporary denial order against PJSC Aeroflot, 1 Arbat St., 119019, Moscow, Russia, for one year, finding that Aeroflot engaged in a pattern of repeated, ongoing and/or continuous apparent violations of the Export Administration Regulations. The order, first issued April 7, 2022 and most recently renewed September 16, 2025, bars Aeroflot and its successors, assigns, agents and employees from participating in any transaction involving items subject to the EAR, except activity directly related to safety of flight and authorized by BIS under Section 764.3(a)(2).

    BIS renewed for one year the temporary denial order issued against Azur Air, Office 29, Vzletnaya St. 57, Krasnoyarsk, Russia 660020, finding that renewal is necessary in the public interest to prevent an imminent violation of the Export Administration Regulations because Azur has engaged in a pattern of repeated, ongoing and/or continuous apparent violations of the EAR. The order bars Azur Air, its successors, assigns, agents and employees from participating in any transaction involving items exported or to be exported from the United States that are subject to the EAR, except activity directly related to safety of flight and authorized by BIS under Section 764.3(a)(2).

    MOFCOM adds 20 Japanese entities to watch list for dual-use item exports

    MOFCOM Announcement No. 28 of 2025 adds 20 Japanese entities, including Mitsui E&S Co., Ltd., Terra Drone Corporation and Japan Nuclear Fuel Limited, to a watch list for dual-use item exports, effective from the date of publication on June 29, 2026. Exporters may not use general licenses or registration-based export credentials for these entities; single-item license applications must include a risk assessment report and a written commitment that the items will not be used for any purpose that helps enhance Japan's military strength.
