    USTR amends four Section 301 China product exclusions to conform to USITC HTSUS changes

    USTR is making conforming amendments to four product exclusions associated with the Section 301 investigation of China's acts, policies and practices related to technology transfer, intellectual property and innovation, after the USITC implemented changes to HTSUS statistical reporting categories effective July 1, 2026. The conforming amendments in the Annex to the notice are effective as of July 1, 2026. CBP will issue instructions on entry guidance and implementation.

    Trump issues Proclamation 11059 increasing beef TRQ in-quota quantity by 300,000 mt for 2026

    President Trump issued Proclamation 11059 on August 26, 2026, increasing the 2026 aggregate in-quota quantity for certain beef products described in Additional U.S. Note 3 of Chapter 2 of the HTSUS by 300,000 mt, allocated entirely to "other countries or areas."

    CBSA amends description of tariff item 8507.60.20 in the Customs Tariff

    The Canada Border Services Agency states in Customs Notice 26-21 that the 2026-1 amendment to the Customs Tariff 2026 changes the description of tariff item 8507.60.20, effective August 6, 2026, replacing "electrically-powered motorcycles" with "motorcycles or cycles with an electric motor". The change is marked by a change bar in the PDF version of the Tariff, by the number 1 in the change column of the Access files, and not at all in the HTML version. Importers holding a tariff classification advance ruling should review Tariff Amendment T2026-1 and, if the new description affects the ruling, submit a ruling request to the CBSA office that issued it for validation.
