Solar imports from India, Indonesia, Laos injured US manufacturers: ITC
The U.S. International Trade Commission found in a Wednesday vote that U.S. solar manufacturing has been injured by imports of crystalline silicon photovoltaic cells from India, Indonesia and Laos, aligning with Commerce's finding last month and setting up Commerce to finalize antidumping and countervailing duty orders. Counsel for petitioner the Alliance for American Solar Manufacturing and Trade said dumping margins for India were 123% for all producers and countervailing duty rates 126%, and that the alliance expects final orders on Nov. 2. The ITC said it will release its full report on Nov. 23.
Importers of crystalline silicon photovoltaic cells from India, Indonesia and Laos face final AD/CVD orders the petitioner expects on Nov. 2, with India margins of 123% dumping and 126% countervailing duty cited.
