    Commerce determines in the final results of its countervailing duty administrative review that countervailable subsidies were provided to Oman Aluminium Rolling Company SPC (OARC), a producer and exporter of certain aluminum foil from the Sultanate of Oman, during the period of review January 1, 2023, through December 31, 2023. The final results are applicable September 15, 2026, and follow the preliminary results published at 91 FR 27017. Commerce found OARC cross-owned with Sohar Paper Cores LLC, Takamul Investment Company LLC, and OQ SAOC. The notice does not state the cash deposit rates.

    USITC makes final affirmative injury determinations on rebar from Bulgaria, Egypt and Vietnam

    The USITC determined that a U.S. industry is materially injured by reason of imports of steel concrete reinforcing bar from Bulgaria, Egypt and Vietnam, provided for in HTSUS 7213.10.00, 7214.20.00 and 7228.30.80, that Commerce found to be sold at less than fair value and, for Egypt and Vietnam, subsidized. The determinations were made under section 735(b) of the Tariff Act (19 U.S.C. 1673d(b)) in Investigation Nos. 701-TA-769-770 and 731-TA-1752-1754 (Final) and filed on September 11, 2026. Commissioners Thanhauser and Foley did not participate.

    Trump proclamation bans imports of certain Canadian alcoholic beverages under section 338

    Proclamation 11061 of September 8, 2026 excludes certain alcoholic beverages that are products of Canada, as set forth in its Annex, from importation into the United States, effective for goods imported on or after 12:01 a.m. eastern time on September 29, 2026. The excluded products were subject to the 50 percent ad valorem duties imposed by Proclamation 11046, which took effect August 22, 2026 after the 3-day suspension in Proclamation 11056 lapsed. Products imported but not yet entered for consumption, or withdrawn from warehouse for consumption, before September 29, 2026 remain subject to the 50 percent duty rate.

    Trump proclaims import ban on certain Canadian dairy products under Section 338, effective September 29, 2026

    Proclamation 11062 of September 8, 2026 excludes certain products of Canada, as set forth in its Annex, from importation into the United States, effective for goods imported on or after 12:01 a.m. eastern time on September 29, 2026. The proclamation states that Canada maintained the dairy tariff-rate quota allocation measures found in Proclamation 11047 to discriminate against U.S. commerce, and that the 50 percent duty imposed by Proclamation 11047 took effect August 22, 2026 after the 3-day suspension in Proclamation 11056 lapsed.

    CBSA states in Customs Notice 26-24 that, effective immediately, authorized Courier Low Value Shipment (CLVS) Program participants may use third-party air carriers that are not PIP certified. The exception applies in the air mode because of air transportation capacity challenges and limited availability of PIP carriers in the air mode. Third-party air carriers must remain bonded and continue to present CLVS shipments at the designated sufferance warehouse, and authorized CLVS participants must continue to maintain an active PIP certification in the air mode.

    The U.S. International Trade Commission determined in its five-year reviews that revoking the antidumping duty orders on polyvinyl alcohol from China and Japan would be likely to lead to continuation or recurrence of material injury to a U.S. industry within a reasonably foreseeable time. The Commission instituted the reviews on March 2, 2026 (91 FR 10155), determined on June 5, 2026 that it would conduct expedited reviews (91 FR 40590, July 2, 2026), and filed its determinations on September 8, 2026.     Executive Order 14425 of September 4, 2026 directs the Secretary of Agriculture, the Secretary of the Interior, the U.S. Trade Representative, the Commissioner of Food and Drugs and the Administrator of the Small Business Administration to submit a report to the President within 90 days assessing agency regulations, guidance and policies affecting ranchers and recommending action on financial viability and market access.

    Finance Canada reviews CITT safeguard report on global canned and frozen vegetable imports

    Canada's Department of Finance states that the Canadian International Trade Tribunal issued its report in the safeguard inquiry into whether global imports of certain canned and frozen vegetables are causing or threatening serious injury to Canadian producers, and that the government will review it and announce its decision in due course. The 10 per cent surtax on global imports of canned vegetables announced on June 10, 2026, remains in place for its maximum duration of 200 days or until it is replaced by final safeguard measures. The inquiry was initiated on March 13, 2026, when the government directed the CITT to examine those imports.

    CITT submits safeguard inquiry report on certain vegetable goods to Governor in Council

    The Canadian International Trade Tribunal submitted to the Governor in Council its report on the importation of certain vegetable goods, including its determination, reasons and any recommendations. The inquiry examined whether the goods were being imported into Canada in such increased quantities and under such conditions as to be a principal cause of serious injury or threat of serious injury to domestic producers of like or directly competitive goods. Where the Tribunal made an affirmative finding for any applicable class of goods, it was directed to recommend the most appropriate remedy, considering the effect on consumer affordability of certain vegetable goods and on food security.
