    McKinsey report finds fragmented trade raises U.S. solar and storage costs

    McKinsey & Company's Global Energy Perspective 2026 finds that under its "Fragmented Energy Order" scenario, tariffs and trade restrictions raise U.S. clean-technology costs, with battery energy storage facing the largest premium among low-carbon assets at a 40% to 50% increase in capital expenditure, driven by cathode material tariffs, critical mineral bottlenecks and supply chain localization barriers. The report says broad duties on steel and aluminum add indirect capital costs to balance-of-system components, including aluminum frames, which it puts at roughly 14% of total solar panel production costs, and steel used in ground-mounted tracking and racking.

    Commerce self-initiates circumvention inquiry on aluminum composite panels from China

    Commerce is self-initiating a circumvention inquiry to determine whether certain aluminum composite panels (ACPs) produced in China by Shanghai Alumetal Decorative Material Co. (Alumetal) are circumventing the antidumping and countervailing duty orders on common alloy aluminum sheet from China. The inquiry applies as of October 2, 2026. The AD order is at 84 FR 2813 and the CVD order at 84 FR 2157.

    USITC institutes five-year reviews of aluminum foil orders on Armenia, Brazil, Oman, Russia and Turkey

    The USITC instituted five-year reviews on October 1, 2026, to determine whether revocation of the countervailing duty orders on aluminum foil from Oman and Turkey and the antidumping duty orders on aluminum foil from Armenia, Brazil, Oman, Russia and Turkey would be likely to lead to continuation or recurrence of material injury. Interested parties must respond to the notice by November 2, 2026, to be assured of consideration, and comments on the adequacy of responses may be filed by December 8, 2026.

    Commerce revokes AD/CVD aluminum sheet orders in part for certain aluminum can stock

    Commerce issued the final results of changed circumstances reviews and revoked, in part, the antidumping and countervailing duty orders on common alloy aluminum sheet from China, Bahrain, Brazil, Croatia, Egypt, Germany, India, Indonesia, Italy, Oman, Romania, Serbia, Slovenia, South Africa, Spain, Taiwan and Türkiye, applicable September 24, 2026. The partial revocation covers certain aluminum can stock, and Commerce clarified the scope to include temper H-39 in the modified aluminum can stock exclusion language.

    Why it matters: Entries of certain aluminum can stock from the 17 listed countries are no longer subject to the AD/CVD orders as of September 24, 2026, and the scope now expressly includes temper H-39.

    Commerce issues final results of countervailing duty administrative review on aluminum foil from Oman

    Commerce determines in the final results of its countervailing duty administrative review that countervailable subsidies were provided to Oman Aluminium Rolling Company SPC (OARC), a producer and exporter of certain aluminum foil from the Sultanate of Oman, during the period of review January 1, 2023, through December 31, 2023. The final results are applicable September 15, 2026, and follow the preliminary results published at 91 FR 27017. Commerce found OARC cross-owned with Sohar Paper Cores LLC, Takamul Investment Company LLC, and OQ SAOC. The notice does not state the cash deposit rates.

    Global Affairs Canada states in Notice to Importers Serial No. 1170 that, effective October 1, 2026, importers of aluminum products under General Import Permit No. 83 must report and keep records of the country of largest smelt, country of second-largest smelt (if any) and country of most recent cast.

    CBSA amends United States Surtax Remission Order (2025) for goods used in Canadian manufacturing, health care and security

    The Canada Border Services Agency advises that the United States Surtax Remission Order (2025) has been amended to grant relief of surtaxes paid or payable under the United States Surtax Order (2025-1), the United States Surtax Order (2026), the United States Surtax Order (Steel and Aluminum 2025) and the United States Surtax Order (Motor Vehicles 2025) for eligible goods, including goods imported for use in Canadian manufacturing, processing and food and beverage packaging, and for public health, health care, public safety and national security uses.

    Why it matters: Importers claiming relief under the amended Order must file with the CBSA within two years of importation, meet the applicable importation deadline and hold documents substantiating the goods' eligible use.

    CBSA: GIP 83 aluminum import reporting of smelt and cast countries mandatory October 1, 2026

    The Canada Border Services Agency states in Customs Notice 26-15 that, when the Order Amending the General Import Permit No. 83 — Aluminum Products comes into force on October 1, 2026, importers must submit the country of largest smelt (CLS), country of second-largest smelt (C2S) and country of most recent cast (CRC) to the CBSA via the Single Window Initiative Integrated Import Declaration; until then submission is optional. The requirements apply to all aluminum HS codes in Global Affairs Canada's SWI IID Regulated Commodities Data Element Matching Criteria Table, and cover goods containing primary aluminum for CLS and C2S and all goods covered by GIP 83 for CRC.
