    Commerce self-initiates circumvention inquiry on aluminum composite panels from China

    Commerce is self-initiating a circumvention inquiry to determine whether certain aluminum composite panels (ACPs) produced in China by Shanghai Alumetal Decorative Material Co. (Alumetal) are circumventing the antidumping and countervailing duty orders on common alloy aluminum sheet from China. The inquiry applies as of October 2, 2026. The AD order is at 84 FR 2813 and the CVD order at 84 FR 2157.

    Commerce corrects notice on China butt-weld pipe fittings covered merchandise ruling

    Commerce published a correction to its August 28, 2026 notice, 91 FR 55518, stating that the CIT's final judgment was not in harmony with Commerce's covered merchandise inquiry determination on certain carbon steel butt-weld pipe fittings from China. Commerce amended the determination to find that products cut to length and formed into the rough shape of butt-weld pipe fittings in China are "unfinished" fittings covered by the scope of the Order, and that when further processed in Vietnam they remain subject to the antidumping order on butt-weld pipe fittings from China. The correction adds clear notice that liquidation of entries of these unfinished fittings will be retroactively suspended.

    Commerce preliminarily finds critical circumstances in countervailing duty investigation of large diameter graphite electrodes from India

    Commerce preliminarily determines that critical circumstances exist for imports of large diameter graphite electrodes from India in the countervailing duty investigation initiated in 91 FR 13577, applicable October 1, 2026, following its preliminary affirmative countervailing duty determination at 91 FR 48081. The period of investigation is January 1, 2025, through December 31, 2025, and Commerce limits its critical circumstances findings to subsidies contingent on export performance or use of domestic over imported goods. Interested parties may comment on the preliminary determination.

    Commerce issues affirmative final circumvention determinations on Zongshen 5C65M0 and BC70M0 engines from China

    Commerce determines that imports of model numbers 5C65M0 and BC70M0 of small vertical shaft engines produced by Chongqing Zongshen General Power Machine Co., Ltd. in China are later-developed merchandise that circumvent the antidumping and countervailing duty orders on certain vertical shaft engines between 99cc and up to 225cc, and parts thereof, from China. The determination applies as of September 24, 2026. The orders were published at 86 FR 23675, the circumvention inquiry was initiated at 90 FR 30874, and the affirmative preliminary determination was published at 91 FR 28555.

    Why it matters: Entries of Zongshen's 5C65M0 and BC70M0 engines are covered by the AD/CVD orders on small vertical shaft engines from China as of September 24, 2026.

    Commerce makes preliminary affirmative critical circumstances determination on graphite electrodes from China

    Commerce preliminarily determines that critical circumstances exist for imports of large diameter graphite electrodes from China in the countervailing duty investigation, applicable September 24, 2026; the period of investigation is January 1, 2025, through December 31, 2025. The investigation was initiated on March 20, 2026 (91 FR 13577), and a preliminary affirmative countervailing duty determination was published on July 30, 2026 (91 FR 48076). Interested parties are invited to comment on the preliminary critical circumstances determination.

    Commerce preliminarily finds steel wire garment hangers from China and Vietnam circumvented via Cambodia

    Commerce preliminarily determines that steel wire garment hangers completed in Cambodia using steel wire, or steel wire and paper accessories, produced in China or Vietnam are circumventing the antidumping duty order on hangers from China and the antidumping and countervailing duty orders on hangers from Vietnam. The determination applies September 22, 2026, and interested parties are invited to comment. The notice does not state cash deposit rates or the treatment of entries.

    USITC institutes five-year reviews of polyethylene retail carrier bags from six countries

    The USITC instituted five-year reviews on September 1, 2026, to determine whether revocation of the countervailing duty order on polyethylene retail carrier bags from Vietnam and the antidumping duty orders on polyethylene retail carrier bags from China, Indonesia, Malaysia, Taiwan, Thailand and Vietnam would be likely to lead to continuation or recurrence of material injury. Interested parties must respond to the notice by October 1, 2026, to be assured of consideration, and comments on the adequacy of responses may be filed by November 16, 2026.

    CBP reports record $1 billion in additional duties owed under EAPA

    CBP announced that it has uncovered more than $1 billion in additional duties owed under the Enforce and Protect Act, a first in the program's 10-year history and 300% above the program's annual average. CBP issued 14 notices of determination in 2026 covering products including solar cells, tow-behind lawn groomers, lumber, pipes, xanthan gum, metal lockers and wooden furniture imported from countries across the globe, and investigators traveled to Mexico, Thailand, India, New Zealand and the United Kingdom to inspect production facilities. The agency says EAPA investigations are required by statute to conclude within one year.

    CITT initiates final injury inquiry on oil and gas well casing from Austria

    The Canadian International Trade Tribunal initiated a final injury inquiry, NQ-2026-001, into whether dumping of certain oil and gas well casing originating in or exported from Austria has caused injury or retardation, or threatens to cause injury. The inquiry follows a notice from the Canada Border Services Agency that a preliminary determination was made on the dumping. The Tribunal will determine on September 1, 2026 whether the dumping has caused injury or retardation, or threatens to cause injury to the domestic industry. Interested persons, associations or governments may participate by filing Form I—Notice of Participation.

    CBP details duty evasion cases involving undervaluation, misclassification and transshipment

    CBP's Consumer Products and Mass Merchandising Center described enforcement cases in which importers evaded duties through undervaluation, misclassification and illegal transshipment. In one case, 12 Patek Philippe watches shipped from St. Maarten were undervalued at about $500 each against a value of over $1.9 million, drawing $21,000 in duties, a $108,000 penalty and over $86,740 in unpaid duties from prior shipments. In another, plastic food containers from China classified as household goods at 3.4% instead of the 3% commercial rate left the importer owing $50 million, and four importers of the same product owe nearly $39 million combined.

    CITT initiates expiry review of heavy plate finding from Chinese Taipei and Germany

    The Canadian International Trade Tribunal initiated an expiry review of its February 5, 2021 finding in inquiry NQ-2020-001 on heavy plate from Chinese Taipei and Germany, to determine whether expiry of the finding is likely to lead to continued or resumed dumping and injury to the domestic industry. The Canada Border Services Agency will determine by June 4, 2026 whether there is a likelihood of resumed or continued dumping; if positive, the Tribunal will decide by November 10, 2026 whether that dumping is likely to injure the domestic industry. Interested persons, associations or governments may participate by filing Form I—Notice of Participation.
