    Commerce lists November 2026 sunset reviews for China mobile access equipment and polyester textured yarn

    Commerce's Enforcement and Compliance unit announced that sunset reviews of the antidumping duty orders on mobile access equipment and subassemblies from China (A-570-139, 1st Review) and polyester textured yarn from Indonesia (A-560-838), Malaysia (A-557-823), Thailand (A-549-843) and Vietnam (A-552-832), each a 1st Review, and of the countervailing duty order on mobile access equipment and subassemblies from China (C-570-140, 1st Review), are scheduled for initiation in November 2026 and will appear in that month's Notice of Initiation of Five-Year Sunset Reviews. The antidumping duty order on potassium permanganate from China (A-570-001) is also scheduled for its 6th Review. No sunset reviews of suspended investigations are scheduled for initiation in November 2026.

    CBP issues Withhold Release Orders on palm oil from Indonesia's Mitra Aneka Rezeki and Hardaya Inti Plantation

    CBP issued two Withhold Release Orders against palm oil and its derivative products produced in Indonesia by Mitra Aneka Rezeki and Hardaya Inti Plantation, effective immediately, and personnel at all U.S. ports of entry will detain those shipments. CBP found violations of 19 U.S.C. § 1307, which prohibits goods made with forced labor from entering the United States, after a review citing nine International Labour Organization indicators of forced labor at MAR and seven at HIP. CBP now oversees and enforces 60 WROs and eight Findings under 19 U.S.C. § 1307.

    Commerce issues preliminary affirmative LTFV determination on certain fatty acids from Indonesia

    Commerce preliminarily determines that certain fatty acids from Indonesia are being, or are likely to be, sold in the United States at less than fair value, with a preliminary affirmative determination of critical circumstances, in part, applicable September 22, 2026. The period of investigation is January 1, 2025, through December 31, 2025. The final determination is postponed and provisional measures are extended; interested parties are invited to comment.

    Commerce issues final affirmative countervailing duty determination on solar cells from Indonesia

    Commerce issued a final affirmative countervailing duty determination finding that countervailable subsidies are being provided to producers and exporters of crystalline silicon photovoltaic cells, whether or not assembled into modules, from Indonesia during the period of investigation of January 1, 2024, through December 31, 2024, and a final affirmative determination of critical circumstances, in part. The determination applies as of September 16, 2026. The notice does not state the cash deposit rates.

    USITC institutes five-year reviews of polyethylene retail carrier bags from six countries

    The USITC instituted five-year reviews on September 1, 2026, to determine whether revocation of the countervailing duty order on polyethylene retail carrier bags from Vietnam and the antidumping duty orders on polyethylene retail carrier bags from China, Indonesia, Malaysia, Taiwan, Thailand and Vietnam would be likely to lead to continuation or recurrence of material injury. Interested parties must respond to the notice by October 1, 2026, to be assured of consideration, and comments on the adequacy of responses may be filed by November 16, 2026.
