Commerce Issues Preliminary LTFV Determinations on Graphite Electrodes from China and India

This issue covers September 1 to September 30, 2026. During this period, the U.S. Department of Commerce issued preliminary affirmative less-than-fair-value determinations on large diameter graphite electrodes from the People's Republic of China and from India. In the China investigation, Commerce also made a preliminary affirmative determination of critical circumstances. In the India investigation, the period of investigation ran from January 1, 2025, through December 31, 2025. Both determinations are preliminary; they are not final determinations, and no final duty rates have been established. The direction of these actions is continued use of the AD/CVD preliminary process to examine imports of a single product from two separate countries, with the China case proceeding on a critical-circumstances track alongside the LTFV track.

India Graphite Electrodes Preliminary LTFV Determination
