    Canada's Department of Finance highlights $30-million LETL loan to Conifex Timber Inc.

    Canada's Department of Finance states that Minister of Finance and National Revenue François-Philippe Champagne highlighted a $30-million loan to Conifex Timber Inc. through the Large Enterprise Tariff Loan (LETL) facility, announced September 18, 2026 in Mackenzie, British Columbia. The funding is intended to help the forest products company adapt to current conditions and support its workers. The department says recent improvements to the LETL program include greater liquidity support and longer repayment terms. Conifex operates a sawmill and bioenergy plant in Mackenzie, British Columbia, supports 260 direct jobs and exports most of its products to the United States.

    CBP intercepts first-in-nation giant scale insects at Detroit airport

    CBP states that its agriculture specialists at Detroit Metropolitan Airport intercepted a first-in-nation batch of giant scale insects, tentatively identified in February and confirmed by the USDA on Aug. 7 as belonging to the Aspidoproctus species. The roughly 5-mm insects were found feeding on fresh pine bark brought in for medicinal purposes during a baggage examination of a passenger in transit from Cameroon to Illinois. The scales and bark were seized for further analysis, and the traveler, a citizen of Cameroon, was advised of applicable regulations and released. Records indicate this was the first time the species had been encountered at a U.S. port of entry.

    CITT terminates expiry review and rescinds order on photovoltaic modules and laminates from China

    The Canadian International Trade Tribunal terminated the expiry review of its March 25, 2021 order in expiry review RR-2020-001, concerning the dumping and subsidizing of certain photovoltaic modules and laminates from China, and rescinded that order. The Canada Border Services Agency will therefore not continue to impose anti-dumping and countervailing duties on these goods.

    The U.S. International Trade Commission instituted an investigation under section 337 of the Tariff Act of 1930 on a complaint filed August 14, 2026, as supplemented on August 31, 2026, by BoomCloud 360 Inc. of Encinitas, California. The complaint alleges violations based on the importation into the United States, the sale for importation, and the sale within the United States after importation of certain electronic devices with certain audio technologies that infringe certain claims of U.S. Patent No. 10,524,078, U.S. Patent No. 11,533,560 and U.S. Patent No. 11,051,121. The complainant requests a limited exclusion order and cease and desist orders after the investigation.

    White House memorandum directs removal of Canadian-origin items from federal civil procurement

    The White House issued a presidential memorandum directing the Director of the Office of Management and Budget and the U.S. Trade Representative, in coordination with the Federal Acquisition Regulatory Council, to identify and take all steps permitted by law to remove or make non-available Canadian-origin items from the Federal civil procurement system, and to notify agencies of domestic alternatives. The memorandum cites Canada's "Buy Canadian" policy and provincial procurement limits on U.S. companies, and notes Canadian companies' access to U.S. procurement covered under the WTO Agreement on Government Procurement, which it states amounts to over $280 billion annually.

    CBSA amends Customs Tariff to add CPUKT treatment for the United Kingdom, Channel Islands and Isle of Man

    The Canada Border Services Agency states in Customs Notice 26-22 that the CPTPP enters into force for the United Kingdom on September 1, 2026, so eligible goods from the United Kingdom imported into Canada are entitled to the Comprehensive and Progressive United Kingdom Tariff (CPUKT) tariff treatment, Code 35, as of September 1, 2026. The T2026-2 Customs Tariff adds the United Kingdom, the Channel Islands and Isle of Man to the list of countries for CPUKT treatment and sets the applicable duty rates for tariff items in Chapters 1 to 99.
