    CBSA states that on October 1, 2026 the CITT initiated, under subsection 76.03(1) of SIMA, an expiry review of its December 24, 2021 finding in inquiry NQ-2021-003 on the dumping of certain small power transformers originating in or exported from the Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu (Chinese Taipei) and the Republic of Korea (South Korea), and that CBSA today initiated its own expiry review investigation under paragraph 76.03(7)(a) of SIMA. CBSA will make its determination no later than February 26, 2027 and issue a Statement of Reasons by March 12, 2027.

    CITT initiates expiry review of small power transformers from Chinese Taipei and Korea

    The Canadian International Trade Tribunal initiated an expiry review (RR-2026-007) of its December 24, 2021 finding in inquiry NQ-2021-003 on certain small power transformers from Chinese Taipei and Korea, to determine whether expiry of the finding is likely to lead to continued or resumed dumping and injury to the domestic industry. The Canada Border Services Agency will determine no later than February 26, 2027 whether there is a likelihood of resumed or continued dumping; if positive, the Tribunal will decide no later than August 5, 2027 whether that dumping is likely to injure the domestic industry. Interested persons, associations or governments may participate by filing Form I—Notice of Participation.

    Commerce amends welded line pipe order from Korea after CIT remand ruling

    Commerce states that, applicable September 25, 2026, it is amending the final determination and the antidumping duty order on welded line pipe from the Republic of Korea, covering the period October 1, 2013 through September 30, 2014, after the U.S. Court of International Trade sustained Commerce's fourth remand redetermination in Stupp Corp. v. United States, Court No. 15-00334, Slip Op. 26-113 (September 15, 2026). The amendment changes the estimated weighted-average dumping margin assigned to SeAH Steel Corporation and to all other producers and exporters. The notice does not state the revised margin.

    USITC determines revocation of oil country tubular goods orders would likely injure U.S. industry

    The USITC determined in five-year reviews that revoking the countervailing duty orders on oil country tubular goods from India and Turkey and the antidumping duty orders on oil country tubular goods from India, South Korea, Turkey, Ukraine, and Vietnam would be likely to lead to continuation or recurrence of material injury to a U.S. industry within a reasonably foreseeable time. The reviews cover Investigation Nos. 701-TA-499-500 and 731-TA-1215-1216 and 1221-1223 (Second Review), with the Commission's views in USITC Publication 5790 (September 2026). Commissioner Jason E. Kearns voted in the negative on the antidumping duty order on oil country tubular goods from Ukraine.

    Commerce determined in the final results of an antidumping duty administrative review that certain superabsorbent polymers from the Republic of Korea were not sold in the United States at less than normal value during the period December 1, 2023, through November 30, 2024. The results are applicable September 25, 2026. The review follows the preliminary results published at 91 FR 30278 and the amended antidumping duty order at 90 FR 302.

    The USITC gives notice that it will proceed with full five-year reviews under the Tariff Act of 1930 to determine whether revocation of the countervailing duty order on passenger vehicle and light truck tires from Vietnam and the antidumping duty orders on passenger vehicle and light truck tires from South Korea, Taiwan and Thailand would be likely to lead to continuation or recurrence of material injury within a reasonably foreseeable time.
