    Commerce issues final results of countervailing duty administrative review on aluminum foil from Oman

    Commerce determines in the final results of its countervailing duty administrative review that countervailable subsidies were provided to Oman Aluminium Rolling Company SPC (OARC), a producer and exporter of certain aluminum foil from the Sultanate of Oman, during the period of review January 1, 2023, through December 31, 2023. The final results are applicable September 15, 2026, and follow the preliminary results published at 91 FR 27017. Commerce found OARC cross-owned with Sohar Paper Cores LLC, Takamul Investment Company LLC, and OQ SAOC. The notice does not state the cash deposit rates.

    Commerce issues preliminary AD review results on quartz surface products from India

    Commerce preliminarily determines that Cuarzo and Beyyond Rocks Private Limited, treated as a single entity, made sales of certain quartz surface products from India at less than normal value during the June 1, 2024, through May 31, 2025 review period, and that Pokarna Engineered Stone Limited did not. Commerce is rescinding the review for 53 companies and intends to rescind it for four companies. The results are applicable September 14, 2026, and interested parties may comment.

    USITC determines revocation of AD duty orders on polyvinyl alcohol from China and Japan would likely injure U.S. industry

    The U.S. International Trade Commission determined in its five-year reviews that revoking the antidumping duty orders on polyvinyl alcohol from China and Japan would be likely to lead to continuation or recurrence of material injury to a U.S. industry within a reasonably foreseeable time. The Commission instituted the reviews on March 2, 2026 (91 FR 10155), determined on June 5, 2026 that it would conduct expedited reviews (91 FR 40590, July 2, 2026), and filed its determinations on September 8, 2026. The views are in USITC Publication 5787 (September 2026), Investigation Nos. 731-TA-1014 and 1016 (Fourth Review).

    USITC schedules expedited five-year reviews of welded line pipe orders from South Korea and Turkey

    The U.S. International Trade Commission gives notice of the scheduling of expedited five-year reviews to determine whether revocation of the antidumping duty orders on welded line pipe from South Korea and Turkey and the countervailing duty order on welded line pipe from Turkey would be likely to lead to continuation or recurrence of material injury within a reasonably foreseeable time. The date shown is August 4, 2026.

    The USITC determined in five-year reviews that revoking the countervailing duty order on silicon metal from Kazakhstan and the antidumping duty orders on silicon metal from Bosnia and Herzegovina, Iceland, and Malaysia would be likely to lead to continuation or recurrence of material injury to a U.S. industry within a reasonably foreseeable time. The Commission instituted the reviews on March 2, 2026 (91 FR 10148), determined on June 5, 2026, to conduct expedited reviews (91 FR 42251), and filed its determinations on August 31, 2026.     China's MOFCOM keeps AD duties on single-mode optical fiber from India after expiry review

    China's Ministry of Commerce announced in Announcement No. 35 of 2026 that, effective August 14, 2026, antidumping duties on single-mode optical fiber from India continue for five years, at the same rates as Announcements No. 56 of 2014 and No. 29 of 2020: 7.4% for Sterlite Technologies Limited, 11.4% for Birla Furukawa Fibre Optics Limited, 24.5% for Corning Technologies India Private Limited, 30.6% for Aksh Optifibre Limited and 30.6% for Finolex Cables Limited, with 24.5% for all other Indian companies.

    CITT initiates expiry review RR-2025-009 of wheat gluten finding from six countries

    The Canadian International Trade Tribunal initiated an expiry review (RR-2025-009) of its April 22, 2021 finding in inquiry NQ-2020-003 on wheat gluten from Australia, Austria, Belgium, France, Germany and Lithuania, to determine whether expiry of the finding is likely to lead to continued or resumed dumping and injury to the domestic industry. The Canada Border Services Agency will determine by July 30, 2026 whether there is a likelihood of resumed or continued dumping; if positive, the Tribunal will decide by January 6, 2027 whether that dumping is likely to injure the domestic industry. Interested persons, associations or governments may participate by filing Form I—Notice of Participation.
