    CBSA charges Ontario man with firearm smuggling after Essex County seizure of 53 firearms

    The Canada Border Services Agency states that its Ontario Firearms Smuggling Enforcement Team arrested Frank Charette of Cottam, Ontario and charged him with smuggling controlled goods, importing goods without a permit and multiple Criminal Code firearm offences after an investigation into the smuggling of firearm parts from the United States. Search warrants executed in Essex County on July 15, 2026 with the RCMP and Ontario Provincial Police resulted in the seizure of 53 firearms, including six unlawfully possessed handguns, two unregistered sub-machine guns, 116 cartridge magazines, 39 of them over capacity, and one auto-sear. He is scheduled to appear at the Windsor courthouse on November 16, 2026.

    BIS issues temporary final rule on polysilicon stockpiling under Proclamation 11052

    BIS issued a temporary final rule, effective September 22, 2026 through December 3, 2026, setting the criteria and process it will use to monitor existing companies for evidence of stockpiling polysilicon and polysilicon derivatives ahead of import adjustments effective December 4, 2026 under Proclamation 11052. The rule limits a newly established importer's ability to stockpile, imposes import limitations on new importers that register with CBP on or after August 6, 2026, and subjects companies found to be stockpiling to an import prohibition if necessary. It also establishes the process for such companies to obtain a waiver from any import prohibitions imposed under the rule.

    The U.S. International Trade Commission found a violation of section 337 of the Tariff Act of 1930 in its final determination on certain boiler protection for absorption refrigeration systems and components thereof, and issued a general exclusion order prohibiting importation of goods that infringe claims 1, 4, 6, and 10 of U.S. Patent No. 8,056,360. The Commission also issued cease and desist orders against the defaulting respondents and terminated the investigation.

    CBP announces in a general notice that it will conduct a voluntary ACE Electronic Export Manifest for Truck Cargo Test, in which truck export participants agree to submit limited export manifest data electronically at least 24 hours before departure from the United States to a foreign destination, complemented by the complete export manifest filing no later than two hours before arrival at the final port of export. The test begins October 23, 2026 and will run for approximately two years, subject to extension, modification or early termination announced in the Federal Register.

    CITT finds threat of injury on forged grinding media from China in NQ-2026-002

    The Canadian International Trade Tribunal found in inquiry NQ-2026-002 that dumping and subsidizing of forged grinding media originating in or exported from China have not caused injury to the domestic industry but are threatening to cause injury, and anti-dumping and countervailing duties will therefore be collected by the Canada Border Services Agency. The complainant was Moly-Cop Canada of Kamloops, British Columbia. The Tribunal will issue its reasons on October 7, 2026.

    CBP intercepts first-in-nation plant pathogen Davisoniella eucalypti at Houston airport

    CBP states that its agriculture specialists at George Bush Intercontinental Airport intercepted eucalyptus leaves carrying the plant pathogen Davisoniella eucalypti in the baggage of a traveler from New Zealand, and that USDA plant pathologists confirmed the identification. CBP says this is the first time this pathogen has been intercepted at a U.S. port of entry. The intercepted leaves were destroyed in accordance with USDA protocols.

    CBP states in a general notice that the quarterly IRS interest rates used to calculate interest on overdue accounts (underpayments) and refunds (overpayments) of customs duties will remain the same from the previous quarter. For the calendar quarter beginning October 1, 2026, the underpayment rate is 7 percent for both corporations and non-corporations, and the overpayment rate is 7 percent for non-corporations and 6 percent for corporations. The rates are applicable as of October 1, 2026.

    CITT rescinds order on photovoltaic modules and laminates from China

    The Canadian International Trade Tribunal rescinded its order concerning photovoltaic modules and laminates originating in or exported from China under subsection 76.03(2) and subparagraph 76.03(12)(a)(iii) of the Special Import Measures Act, so anti-dumping and countervailing duties no longer apply to new releases of covered goods. The CBSA will automatically refund these duties on eligible goods released on or after March 25, 2026, and any outstanding re-determination process for those goods will be terminated. Goods released before March 25, 2026 are not eligible for a refund, and assessments and reassessments relating to those earlier releases will continue.

    President directs removal of Canadian origin items from federal civil procurement

    A presidential memorandum of September 16, 2026 directs the Director of the Office of Management and Budget and the U.S. Trade Representative, in coordination with the Federal Acquisition Regulatory Council, to identify and take all steps permitted by law to remove or make non-available Canadian origin items in the Federal civil procurement system where warranted. The memorandum cites Canada's "Buy Canadian" preferences and provincial limits on U.S. companies, and says Canadian companies have preferential access to U.S. procurement covered under the WTO Agreement on Government Procurement, which it states amounts to over $280 billion annually.

    CITT initiates final injury inquiry NQ-2026-006 on dumped wheat gluten from Italy, Poland and the United Kingdom

    The Canadian International Trade Tribunal initiated a final injury inquiry, NQ-2026-006, into whether dumping of wheat gluten originating in or exported from Italy, Poland and the United Kingdom has caused injury or retardation or threatens to cause injury. The inquiry follows a notice from the Canada Border Services Agency that a preliminary determination was made on the dumping. The Tribunal will determine on January 15, 2027 whether the dumping has caused injury or retardation or threatens to cause injury to the domestic industry. Interested persons, associations or governments may participate by filing Form I—Notice of Participation.
