    The USITC determined that a U.S. industry is materially injured by reason of imports of steel concrete reinforcing bar from Bulgaria, Egypt and Vietnam, provided for in HTSUS 7213.10.00, 7214.20.00 and 7228.30.80, that Commerce found to be sold at less than fair value and, for Egypt and Vietnam, subsidized. The determinations were made under section 735(b) of the Tariff Act (19 U.S.C. 1673d(b)) in Investigation Nos. 701-TA-769-770 and 731-TA-1752-1754 (Final) and filed on September 11, 2026. Commissioners Thanhauser and Foley did not participate.

    The U.S. International Trade Commission determined in its five-year reviews that revoking the antidumping duty orders on polyvinyl alcohol from China and Japan would be likely to lead to continuation or recurrence of material injury to a U.S. industry within a reasonably foreseeable time.     The USITC determined that a U.S. industry is materially injured by reason of imports of L-lysine from China, provided for in subheading 2922.41.00 of the Harmonized Tariff Schedule of the United States, that Commerce found sold at less than fair value and subsidized by the government of China. The determinations were made under sections 705(b) and 735(b) of the Tariff Act of 1930 (19 U.S.C. 1671d(b) and 19 U.S.C. 1673d(b)) in Investigation Nos. 701-TA-767 and 731-TA-1750 (Final), and the Commission filed them on September 2, 2026; its views are in USITC Publication 5783 (September 2026).

    The Canadian International Trade Tribunal initiated a final injury inquiry, NQ-2026-005, into whether the dumping and subsidizing of certain steel racks originating in or exported from China have caused injury or retardation or threaten to cause injury. The inquiry follows a notice from the Canada Border Services Agency that preliminary determinations were made on the dumping and subsidizing of the goods. The Tribunal will determine on December 31, 2026, whether the dumping and subsidizing have caused injury or retardation or threaten to cause injury to the domestic industry. Interested persons, associations or governments may participate by filing Form I—Notice of Participation.

    The Canada Border Services Agency initiated investigations on August 31, 2026 into whether truck and bus tires from producers operating in or exporting from China are being dumped, subsidized, or both, following a complaint by the Canadian Retread Manufacturers Association and Michelin North America (Canada) Inc. The CITT will begin a preliminary injury inquiry and issue a decision by October 30, 2026, while the CBSA will make preliminary decisions by November 30, 2026. The complainants allege material injury including price undercutting, lost sales and reduced profitability.

    The USITC determines there is a reasonable indication that a U.S. industry is materially injured by reason of imports of welded stainless steel line and pressure pipe from India, Turkey and the United Arab Emirates, provided for in HTS subheadings 7305.31.60, 7306.11.00 and 7306.40.50, alleged to be sold at less than fair value and, for India and Turkey, alleged to be subsidized. The investigations are AD/CVD Nos. 701-TA-800-801 and 731-TA-1796-1798 (Preliminary), instituted July 15, 2026, with the Commission's views in USITC Publication 5789. The Commission also gives notice of the commencement of the final phase of the investigations.

    CITT finds no injury in oil and gas well casing from Austria inquiry NQ-2026-001

    The Canadian International Trade Tribunal found in inquiry NQ-2026-001 that dumping of certain oil and gas well casing originating in or exported from Austria has not caused injury and is not threatening to cause injury to the domestic industry, so anti-dumping duties will not be collected by the Canada Border Services Agency. The complainants were Algoma Tubes Inc., Tenaris Global Services (Canada) Inc. and Hydril Canadian Company LP, collectively Tenaris Canada. The Tribunal will issue its reasons on September 16, 2026.

    CITT initiates preliminary injury inquiry into truck and bus tires from China

    The Canadian International Trade Tribunal initiated a preliminary injury inquiry (PI-2026-005) into a complaint by the Canadian Retread Manufacturers Association and Michelin North America (Canada) Inc. that certain truck and bus tires from China are being dumped and subsidized, following the Canada Border Services Agency's initiation of dumping and subsidizing investigations under SIMA. The Tribunal will determine on October 30, 2026 whether there is a reasonable indication that the alleged dumping and subsidizing have caused injury, retardation or a threat of injury. If so, the CBSA will continue its investigations and make preliminary determinations by November 30, 2026.

    The Canadian International Trade Tribunal initiated an expiry review (RR-2026-006) of its September 2, 2021 finding in inquiry NQ-2021-002 on certain upholstered domestic seating from China and Vietnam, to determine whether expiry of the finding is likely to lead to continued or resumed dumping or subsidizing and injury to the domestic industry. The Canada Border Services Agency will determine no later than January 28, 2027 whether there is a likelihood of resumed or continued dumping or subsidizing; if positive, the Tribunal will decide no later than July 7, 2027 whether that is likely to result in injury.     The CBSA initiated investigations on August 17, 2026 into whether paperboard cups and containers from producers operating in or exporting from China are being dumped, subsidized, or both, following a complaint by Great Pacific Enterprises Limited Partnership. The CITT will hold a preliminary injury inquiry and issue its decision by October 16, 2026, while the CBSA will make preliminary dumping and subsidy decisions by November 16, 2026. Exports made under the name POLYPLASTICS CO., LTD. are subject to the 35.5% rate for "other Japanese companies", and exports under the name POLYPLASTICS TAIWAN CO., LTD. to the 32.6% rate for "other Taiwan region companies".

    CITT finds reasonable indication of injury in wheat gluten dumping case from Italy, Poland and the UK

    The Canadian International Trade Tribunal determined on August 18, 2026, in preliminary injury inquiry PI-2026-003, that there is a reasonable indication that dumping of wheat gluten from Italy, Poland and the United Kingdom has caused injury to the domestic industry. The inquiry followed the Canada Border Services Agency's initiation of a dumping investigation under the Special Import Measures Act. CBSA will continue its investigation and issue a preliminary determination by September 17, 2026.

    The Canadian International Trade Tribunal initiated a preliminary injury inquiry (PI-2026-004) into a complaint by Great Pacific Enterprises Limited Partnership (Genpak) of Mississauga, Ontario, that it has suffered injury from the dumping and subsidizing of paperboard cups and containers from China, following the Canada Border Services Agency's initiation of dumping and subsidizing investigations under the Special Import Measures Act (SIMA). On October 16, 2026, the Tribunal will determine whether there is a reasonable indication that the alleged dumping and subsidizing have caused injury or retardation, or threaten to cause injury; if so, CBSA will continue its investigations and make preliminary determinations by November 16, 2026.

    CITT continues order on oil country tubular goods from China after expiry review RR-2025-005

    The Canadian International Trade Tribunal continued its December 10, 2020 order on the dumping and subsidizing of oil country tubular goods from China, following expiry review RR-2025-005, finding that expiry of the order was likely to result in injury. The Canada Border Services Agency will therefore continue to impose anti-dumping and countervailing duties on these goods. The order was originally made in expiry review RR-2019-005.

    MOFCOM keeps antidumping duties on single-mode optical fiber from India for five years

    MOFCOM Announcement No. 35 of 2026 states that, from August 14, 2026, antidumping duties continue for five years on single-mode optical fiber from India under tariff line 90011000, at the same rates set in Announcements No. 56 of 2014 and No. 29 of 2020: 7.4% for Sterlite Technologies Limited, 11.4% for Birla Furukawa Fibre Optics Limited, 24.5% for Corning Technologies India Private Limited, 30.6% for Aksh Optifibre Limited and Finolex Cables Limited, and 24.5% for other Indian companies. The expiry review found that dumping and injury to China's single-mode optical fiber industry would likely continue or recur if the measure were terminated.
