    The Canada Border Services Agency states in Customs Notice 24-40 that, following the Government of Canada's March 7, 2025 update to the amendment to the Classification Regulations for firearms, additional firearms and their variants previously classified as non-restricted or restricted are now reclassified as prohibited, and CBSA will immediately begin prohibiting their importation by individuals or businesses unless an exemption is met. This is in addition to the May 2020 and December 2024 regulatory amendments that reclassified certain firearms as prohibited.

    CBSA to resume late payment penalties and interest on overdue CARM accounts from January 31, 2026

    The Canada Border Services Agency states in Customs Notice 25-02 that, between October 21, 2024 and January 30, 2026, it will not issue late payment penalties or late payment interest as a CARM transition measure. Effective January 31, 2026, all accounts with an overdue balance from the January 2026 statement of account will be subject to late payment penalties, and late payment interest will start accruing on overdue balances and appear on the statement of account issued February 25, 2026. Accounts not paid by the specified due date will be subject to collection measures by the Canada Revenue Agency.

    Why it matters: Importers with an overdue balance on the January 2026 statement of account face CBSA late payment penalties and interest accruing from January 31, 2026, with unpaid accounts subject to Canada Revenue Agency collection.

    CBSA states that, effective March 1, 2025, an export licence and a possession licence are required for American eel elvers (Anguilla rostrata), with no exemptions from the export licence and limited exemptions from the possession licence, such as commercial transporters and airport personnel. Elvers are a restricted good under section 5 of the Reporting of Exported Goods Regulations, and shipments for export must be reported electronically to the CBSA, with the licence number, DFO shipment identification number, scientific name, common name and life stage on the export declaration.

    CBSA states in Customs Notice 25-13 that carriers must submit form BSF786, the Arctic Shipping Electronic Commercial Clearance (ASECC) Pilot Program Carrier Pre-Season Business Profile, to Nunavut_Clearance@cbsa-asfc.gc.ca with a copy to the National Targeting Centre prior to April 30; the ASECC season runs from July 1 of the application year to June 30 of the following year.     CBSA states in Customs Notice 25-18 that, effective April 21, 2025, oversized commercial vehicles can no longer enter Canada northbound through the Saint-Bernard-de-Lacolle (Highway 15) border crossing, due to power line and overhead cable installation and port-of-entry modernization work. Oversized vehicles are those with trailers exceeding 5 metres (16.4 feet) in height, 2.6 metres (8.5 feet) in width and 16.1 metres (53 feet) in length; road trains of these dimensions remain authorized.

    CBSA sets surtax refund claim rules for CREDITS Program participants

    CBSA states in Customs Notice 25-26 that CREDITS Program participants may submit refund claims where surtax was paid at importation, provided the claims meet all other CREDITS requirements. Surtax claims must be sent in a separate batch, with the surtax and duty amounts combined in the Duty field, and a CREDITS Surtax Template must be emailed to the Revenue Assessment Unit by midnight of the same day the batches were transmitted, one template per batch. A batch received with surtax claims but without the template is treated as non-compliant, resulting in an Administrative Monetary Penalty and placement on upfront review.

    Why it matters: CREDITS participants claiming refunds of surtax paid at importation must file those claims in a separate batch and send the CREDITS Surtax Template to the Revenue Assessment Unit by midnight of the transmission day, or face an Administrative Monetary Penalty and upfront review.

The Commission found the response submitted on behalf of the Coalition of American Chassis Manufacturers to be individually adequate, and comments from other interested parties will not be accepted under 19 CFR 207.62(d)(2).     USITC finds Section 337 violation on storage containers and toolboxes, issues exclusion and cease and desist orders

    The U.S. International Trade Commission determined to find a violation of section 337 of the Tariff Act of 1930 with respect to U.S. Patent Nos. 11,365,026 and 11,794,952 covering certain storage containers and toolboxes, organizers, component boxes and coolers, and set the remedy as a limited exclusion order and a cease and desist order on those patents. The Commission set a bond of 18% of entered value for covered articles imported or sold during the period of Presidential review. It has not reached a final determination on U.S. Patent No. 11,952,167, and extended the target date for completion of the investigation to November 2, 2026.

    Why it matters: Entries of the covered storage containers, toolboxes, organizers, component boxes and coolers that are subject to the limited exclusion order face an 18% bond on entered value during the period of Presidential review.

    Commerce is self-initiating a circumvention inquiry to determine whether certain aluminum composite panels (ACPs) produced in China by Shanghai Alumetal Decorative Material Co. (Alumetal) are circumventing the antidumping and countervailing duty orders on common alloy aluminum sheet from China. The inquiry applies as of October 2, 2026. The AD order is at 84 FR 2813 and the CVD order at 84 FR 2157.

    Commerce published a correction to its August 28, 2026 notice, 91 FR 55518, stating that the CIT's final judgment was not in harmony with Commerce's covered merchandise inquiry determination on certain carbon steel butt-weld pipe fittings from China. Commerce amended the determination to find that products cut to length and formed into the rough shape of butt-weld pipe fittings in China are "unfinished" fittings covered by the scope of the Order, and that when further processed in Vietnam they remain subject to the antidumping order on butt-weld pipe fittings from China. The correction adds clear notice that liquidation of entries of these unfinished fittings will be retroactively suspended.

    The Canadian International Trade Tribunal initiated an expiry review (RR-2026-007) of its December 24, 2021 finding in inquiry NQ-2021-003 on certain small power transformers from Chinese Taipei and Korea, to determine whether expiry of the finding is likely to lead to continued or resumed dumping and injury to the domestic industry. The Canada Border Services Agency will determine no later than February 26, 2027 whether there is a likelihood of resumed or continued dumping; if positive, the Tribunal will decide no later than August 5, 2027 whether that dumping is likely to injure the domestic industry.
