    The USITC determined in five-year reviews that revoking the countervailing duty orders on oil country tubular goods from India and Turkey and the antidumping duty orders on oil country tubular goods from India, South Korea, Turkey, Ukraine, and Vietnam would be likely to lead to continuation or recurrence of material injury to a U.S. industry within a reasonably foreseeable time. The reviews cover Investigation Nos. 701-TA-499-500 and 731-TA-1215-1216 and 1221-1223 (Second Review), with the Commission's views in USITC Publication 5790 (September 2026). Commissioner Jason E. Kearns voted in the negative on the antidumping duty order on oil country tubular goods from Ukraine.

    The USITC determined in its second five-year reviews that revoking the antidumping and countervailing duty orders on boltless steel shelving units prepackaged for sale from China would be likely to lead to continuation or recurrence of material injury to a U.S. industry within a reasonably foreseeable time. The reviews cover Investigation Nos. 701-TA-523 and 731-TA-1259 (Second Review), with views published in USITC Publication 5793 (September 2026). The Commission instituted the reviews on April 1, 2026 (91 FR 16234), chose expedited reviews on July 6, 2026 (91 FR 52082), and filed its determinations on September 24, 2026. Commissioner Samuel T. Negatu did not participate.

    Commerce preliminarily determines that countervailable subsidies are being provided to producers and exporters of Tris(hydroxymethyl)aminomethane (Tris) from the People's Republic of China, with a preliminary affirmative determination of critical circumstances, in part, applicable September 24, 2026. The period of investigation is January 1, 2025, through December 31, 2025, and Commerce has aligned the final determination with the final antidumping duty determination. Commerce found Jining Yacoo New Materials Technology Co., Ltd. and Yacoo Science (Anqing) Co., Ltd. to be cross-owned with Suzhou Yacoo. Interested parties are invited to comment on the preliminary determination.

    The USITC determines there is a reasonable indication that a U.S. industry is materially injured by reason of imports of perfluoroalkoxy alkane (PFA) from India, provided for in subheading 3904.69.50 of the HTSUS, that are alleged to be sold at less than fair value and to be subsidized by the government of India, in investigations Nos. 701-TA-805 and 731-TA-1804 (Preliminary). The Commission also gives notice of the commencement of the final phase of its investigations, and will issue a final phase notice of scheduling upon notice from Commerce of affirmative preliminary determinations, or, if the preliminary determinations are negative, upon notice of affirmative final determinations.

    Commerce issues affirmative final circumvention determinations on Zongshen 5C65M0 and BC70M0 engines from China

    Commerce determines that imports of model numbers 5C65M0 and BC70M0 of small vertical shaft engines produced by Chongqing Zongshen General Power Machine Co., Ltd. in China are later-developed merchandise that circumvent the antidumping and countervailing duty orders on certain vertical shaft engines between 99cc and up to 225cc, and parts thereof, from China. The determination applies as of September 24, 2026. The orders were published at 86 FR 23675, the circumvention inquiry was initiated at 90 FR 30874, and the affirmative preliminary determination was published at 91 FR 28555.

    Why it matters: Entries of Zongshen's 5C65M0 and BC70M0 engines are covered by the AD/CVD orders on small vertical shaft engines from China as of September 24, 2026.

    Commerce determines in a final affirmative countervailing duty determination that countervailable subsidies are being provided to producers and exporters of certain freight rail couplers and parts thereof from India, with the period of investigation April 1, 2024, through March 31, 2025, applicable September 24, 2026. The petitioner is the Coalition of Freight Coupler Producers, whose members are McConway & Torley LLC and the United Steel, Paper and Forestry, Rubber, Manufacturing, Energy, Allied Industrial and Service Workers International Union. Commerce did not complete verification of Texmaco.

    Commerce issued the final results of changed circumstances reviews and revoked, in part, the antidumping and countervailing duty orders on common alloy aluminum sheet from China, Bahrain, Brazil, Croatia, Egypt, Germany, India, Indonesia, Italy, Oman, Romania, Serbia, Slovenia, South Africa, Spain, Taiwan and Türkiye, applicable September 24, 2026. The partial revocation covers certain aluminum can stock, and Commerce clarified the scope to include temper H-39 in the modified aluminum can stock exclusion language.

    Why it matters: Entries of certain aluminum can stock from the 17 listed countries are no longer subject to the AD/CVD orders as of September 24, 2026, and the scope now expressly includes temper H-39.

    The U.S. International Trade Commission determined in five-year reviews that revoking the antidumping and countervailing duty orders on standard steel welded wire mesh from Mexico would be likely to lead to continuation or recurrence of material injury to a U.S. industry within a reasonably foreseeable time. The reviews cover Investigation Nos. 701-TA-653 and 731-TA-1527 (Review), instituted March 2, 2026 (91 FR 10136), with expedited reviews decided June 5, 2026 (91 FR 39632, June 30, 2026). The Commission filed its determinations on September 21, 2026; the views are in USITC Publication 5791 (September 2026).

    Why it matters: The determinations cover standard steel welded wire mesh from Mexico under Investigation Nos. 701-TA-653 and 731-TA-1527 (Review); the Commission's notice does not state what happens to the orders or to cash deposits.

    The USITC terminated its five-year reviews of the antidumping duty orders on walk-behind lawn mowers from China and Vietnam and the countervailing duty order on walk-behind lawn mowers from China after Commerce published notice that it was revoking the orders effective August 31, 2026, because no domestic interested party filed a timely notice of intent to participate (91 FR 57132). The reviews had been instituted on June 1, 2026. The termination date is August 31, 2026.

    CITT finds threat of injury on forged grinding media from China in NQ-2026-002

    The Canadian International Trade Tribunal found in inquiry NQ-2026-002 that dumping and subsidizing of forged grinding media originating in or exported from China have not caused injury to the domestic industry but are threatening to cause injury, and anti-dumping and countervailing duties will therefore be collected by the Canada Border Services Agency. The complainant was Moly-Cop Canada of Kamloops, British Columbia. The Tribunal will issue its reasons on October 7, 2026.

    CITT terminates expiry review and rescinds order on photovoltaic modules and laminates from China

    The Canadian International Trade Tribunal terminated the expiry review of its March 25, 2021 order in expiry review RR-2020-001, concerning the dumping and subsidizing of certain photovoltaic modules and laminates from China, and rescinded that order. The Canada Border Services Agency will therefore not continue to impose anti-dumping and countervailing duties on these goods.

    Why it matters: Anti-dumping and countervailing duties on certain photovoltaic modules and laminates from China will no longer be imposed following the CITT's rescission of its order in RR-2020-001.
