    Global Affairs Canada's Notice to Importers and Exporters SER 1035 sets out the policies and practices for administering Originating Sugar under subparagraph (a) of TRQ-US 09 of CUSMA, pursuant to the Export and Import Permits Act and its regulations, and remains in effect until further notice. Originating Sugar is defined as sugar included in Item 5204(b) of the Export Control List that is wholly obtained from raw sugar beets produced in Canada.

    Canada suspends new export and brokering permits for controlled goods to Belarus

    Global Affairs Canada states in Notice to Importers and Exporters Serial No. 1033 that, effective immediately, Canada temporarily suspends the issuance of all new permits for the export and brokering of controlled goods and technology to Belarus. Permits issued before November 9, 2020 remain valid, and exporters may continue to export against those permits during their period of validity. Global Affairs Canada says it will continue to monitor the situation and may reassess the decision.

    Canada re-adds carbon and specialty steel to Import Control List under GIP No. 80 and No. 81

    Global Affairs Canada states in Notice to Importers No. 1032 that, effective November 2, 2020, item 80 (Carbon Steel Products) and item 81 (Specialty Steel Products) of the Import Control List have been re-added following their deemed removal on November 1, 2020, and the associated HS codes amended. Carbon steel covers HS headings 7206-7217, 7225-7229, 7302 and 7304-7306; specialty steel covers HS headings 7218-7224, 7301, 7308, 7312-7313 and 7317. The changes do not limit the quantity of carbon or specialty steel that may be imported into Canada, and the new items have no deemed removal date.

    Canada tightens export permit scrutiny for Export Control List items to Hong Kong

    Global Affairs Canada states in Notice to Exporters No. 1003 that, effective July 3, 2020, Canada treats exports of sensitive goods to Hong Kong the same as those destined for China and will not permit the export of sensitive military items to Hong Kong. GAC will closely scrutinize all export permit applications for items to Hong Kong and deny permits not in line with Canada's domestic and international legal obligations, foreign policy or security interests. The notice says GAC may reassess the decision in light of changes on the ground.

    Global Affairs Canada states that, as of September 18, 2019, 1,430,369 kg of the WTO products of natural milk constituents tariff-rate quota (Item 125 on the Import Control List) is available for allocation for the 2019 allocation year, including allocations to import other products of natural milk constituents such as blends, until December 31, 2019. Quantities are allocated under the method in Section 4 of Notice to Importers No. 891 to eligible applicants that demonstrate a requirement in their manufacturing operations and product formulations; if cumulative requests exceed the quantity available, each eligible applicant receives the lower of the quantity requested or an equal share.

    Global Affairs Canada clarifies import permit rules for milk protein substances

    Global Affairs Canada states that imports of milk protein substances (MPS) with a milk protein content of 85% or more by weight, calculated on the dry matter, that do not originate in a NAFTA country, an EU country or other CETA beneficiary, Chile, Costa Rica or Israel are subject to import controls under Canada's Export Import Permit Act, and that only products qualifying as originating products under the concerned trade agreement are exempt from the import permit requirement. Goods shipped via a third country must meet Article 14 (Transport through a third country) to qualify; otherwise an import permit is required.

The Brokering Control List covers all items in Export Control List Group 2 (Munitions List) and Group 9 (Arms Trade Treaty items), plus other Export Control List items likely to be used to produce or develop a weapon of mass destruction.

    Global Affairs Canada states that, due to exceptional circumstances, a portion of the sugar-containing products (SCP) export quota to the United States is available for utilization by Canadian residents on a first-come, first-served basis until the quantity is used or September 30, 2019, whichever occurs first, and that as of June 24, 2019 the amount available is 10,261,000 kg.
