    MOFCOM Announcement No. 44 of 2026 states that, from October 3, 2026, MOFCOM has initiated an antidumping investigation into p-nitrotoluene (4-nitrotoluene, PNT) originating in the EU, classified under Chinese tariff line 29042020, with a dumping investigation period of July 1, 2025 to June 30, 2026 and an injury investigation period of January 1, 2022 to June 30, 2026.     The Canada Border Services Agency made a preliminary determination on September 17, 2026, under subsection 38(1) of the Special Import Measures Act, that wheat gluten originating in or exported from Italy, Poland and the United Kingdom is being dumped, and imposed provisional duty on the same date on dumped goods released from that day until the CBSA terminates the investigation or the CITT makes an order or finding.

    USITC schedules expedited five-year reviews on chassis and subassemblies from China

    The U.S. International Trade Commission gives notice of the scheduling of expedited five-year reviews to determine whether revocation of the antidumping duty and countervailing duty orders on chassis and subassemblies from China would be likely to lead to continuation or recurrence of material injury within a reasonably foreseeable time. The Commission found the response submitted on behalf of the Coalition of American Chassis Manufacturers to be individually adequate, and comments from other interested parties will not be accepted under 19 CFR 207.62(d)(2).     Commerce corrects notice on China butt-weld pipe fittings covered merchandise ruling

    Commerce published a correction to its August 28, 2026 notice, 91 FR 55518, stating that the CIT's final judgment was not in harmony with Commerce's covered merchandise inquiry determination on certain carbon steel butt-weld pipe fittings from China. Commerce amended the determination to find that products cut to length and formed into the rough shape of butt-weld pipe fittings in China are "unfinished" fittings covered by the scope of the Order, and that when further processed in Vietnam they remain subject to the antidumping order on butt-weld pipe fittings from China. The correction adds clear notice that liquidation of entries of these unfinished fittings will be retroactively suspended.

    CITT initiates expiry review of small power transformers from Chinese Taipei and Korea

    The Canadian International Trade Tribunal initiated an expiry review (RR-2026-007) of its December 24, 2021 finding in inquiry NQ-2021-003 on certain small power transformers from Chinese Taipei and Korea, to determine whether expiry of the finding is likely to lead to continued or resumed dumping and injury to the domestic industry. The Canada Border Services Agency will determine no later than February 26, 2027 whether there is a likelihood of resumed or continued dumping; if positive, the Tribunal will decide no later than August 5, 2027 whether that dumping is likely to injure the domestic industry. Interested persons, associations or governments may participate by filing Form I—Notice of Participation.

    The USITC determined in five-year reviews that revoking the countervailing duty orders on oil country tubular goods from India and Turkey and the antidumping duty orders on oil country tubular goods from India, South Korea, Turkey, Ukraine, and Vietnam would be likely to lead to continuation or recurrence of material injury to a U.S. industry within a reasonably foreseeable time. The reviews cover Investigation Nos. 701-TA-499-500 and 731-TA-1215-1216 and 1221-1223 (Second Review), with the Commission's views in USITC Publication 5790 (September 2026). Commissioner Jason E. Kearns voted in the negative on the antidumping duty order on oil country tubular goods from Ukraine.
