    The USITC determined in its second five-year reviews that revoking the antidumping and countervailing duty orders on boltless steel shelving units prepackaged for sale from China would be likely to lead to continuation or recurrence of material injury to a U.S. industry within a reasonably foreseeable time.     The USITC gives notice of the institution of preliminary-phase antidumping and countervailing duty investigations Nos. 701-TA-807 and 731-TA-1808 (Preliminary) into wooden fence pickets from China provided for in HTS subheadings 4404.10.00, 4407.19.00 and 4421.99.70, alleged to be sold in the United States at less than fair value and alleged to be subsidized by the Government of China. The Commission must reach its preliminary determination by November 9, 2026, unless Commerce extends the time for initiation, and must transmit its views to Commerce by November 17, 2026.     White House announces $15 billion Mesabi Metallics steel mill in Iowa

    The White House announced that President Trump is backing a $15 billion Mesabi Metallics steel mill in Iowa, which will produce 7.5 million tons of steel per year in its first phase, rising to about ten million tons, using iron ore from the company's newly opened Minnesota mine. The release says the project will create 1,750 permanent Iowa jobs and support up to 6,000 construction jobs, and states that the administration reversed prior policies that had blocked mining projects, including the 2016 denial and 2022 cancellation of federal lease renewals for a northern Minnesota copper-nickel mine and a 20-year mining ban across 225,504 acres of the Superior National Forest.

    CBP issues Withhold Release Orders on palm oil from Indonesia's Mitra Aneka Rezeki and Hardaya Inti Plantation

    CBP issued two Withhold Release Orders against palm oil and its derivative products produced in Indonesia by Mitra Aneka Rezeki and Hardaya Inti Plantation, effective immediately, and personnel at all U.S. ports of entry will detain those shipments. CBP found violations of 19 U.S.C. § 1307, which prohibits goods made with forced labor from entering the United States, after a review citing nine International Labour Organization indicators of forced labor at MAR and seven at HIP. CBP now oversees and enforces 60 WROs and eight Findings under 19 U.S.C. § 1307.

    Why it matters: Entries of palm oil and its derivative products produced in Indonesia by Mitra Aneka Rezeki or Hardaya Inti Plantation are subject to detention at all U.S. ports of entry, effective immediately.

    CBP seizes five shipments in Virginia over counterfeit, unsafe and fraudulently imported goods

    CBP officers in Norfolk, Virginia seized five shipments of imported consumer goods — including dry-fit t-shirts from Morocco, rugs from Turkey, ceramic tiles and Land Rover parts from China, ceramic sinks from China and carpet rolls from China — for counterfeit certification marks, violations of the Flammable Fabrics Act and importation using stolen identities, with a combined value of nearly $856,000. The most recent seizure, on Tuesday, covered 697 cartons of t-shirts valued at $61,240; the largest, 1,176 rolls of carpet bearing counterfeit OEKO-TEX labels, was valued at $686,000 had it been authentic. The shipments were destined to Albany, N.Y., Tustin, Calif., San Francisco and Atlanta.

    U.S.-China Board of Trade proposes reduced tariffs on non-sensitive goods

    The U.S.-China Board of Trade has recommended reduced tariff treatment for non-sensitive goods covering roughly $30 billion in imports for each country, the Trump Administration announced. USTR Jamieson Greer said the arrangement covers about 30 percent of U.S. exports to China, including agricultural products and medical devices, and U.S. imports of household goods, toys and other products generally not imported from other countries. The White House documentation did not specify reduction amounts or an implementation date, and the terms of reference state future duty reductions will be determined and implemented in accordance with each side's domestic legal processes.

The complaint also alleges that an industry in the United States exists or is in the process of being established.     CBSA charges Ontario man with firearm smuggling after Essex County seizure of 53 firearms

    The Canada Border Services Agency states that its Ontario Firearms Smuggling Enforcement Team arrested Frank Charette of Cottam, Ontario and charged him with smuggling controlled goods, importing goods without a permit and multiple Criminal Code firearm offences after an investigation into the smuggling of firearm parts from the United States. Search warrants executed in Essex County on July 15, 2026 with the RCMP and Ontario Provincial Police resulted in the seizure of 53 firearms, including six unlawfully possessed handguns, two unregistered sub-machine guns, 116 cartridge magazines, 39 of them over capacity, and one auto-sear. He is scheduled to appear at the Windsor courthouse on November 16, 2026.

    BIS issued a temporary final rule, effective September 22, 2026 through December 3, 2026, setting the criteria and process it will use to monitor existing companies for evidence of stockpiling polysilicon and polysilicon derivatives ahead of import adjustments effective December 4, 2026 under Proclamation 11052. The rule limits a newly established importer's ability to stockpile, imposes import limitations on new importers that register with CBP on or after August 6, 2026, and subjects companies found to be stockpiling to an import prohibition if necessary. It also establishes the process for such companies to obtain a waiver from any import prohibitions imposed under the rule.

    Why it matters: Importers of polysilicon and polysilicon derivatives, including new importers that registered with CBP on or after August 6, 2026, face stockpiling monitoring, import limitations and possible import prohibitions through December 3, 2026.

    The U.S. International Trade Commission found a violation of section 337 of the Tariff Act of 1930 in its final determination on certain boiler protection for absorption refrigeration systems and components thereof, and issued a general exclusion order prohibiting importation of goods that infringe claims 1, 4, 6, and 10 of U.S. Patent No. 8,056,360. The Commission also issued cease and desist orders against the defaulting respondents and terminated the investigation.

    Why it matters: Importers of boiler protection for absorption refrigeration systems and components thereof that infringe claims 1, 4, 6, and 10 of U.S. Patent No. 8,056,360 are barred from importation under the general exclusion order.

    Why it matters: Importers of the listed pharmaceutical products and ingredients can seek the zero Section 232 rate by submitting urgent-health-need information to pharma232@bis.doc.gov on an ongoing basis from September 23, 2026.
